Because Chapter 3 got split into two chapters (namely 3 and 4), we are now at chapter 5.
Chapter 5
Tom went back inside the cell and James sat down on the chair. The entire procedure was done in silence – not even the guards spoke. The number James got was 236232, completely different to Tom’s.
At a glance of their numbers, both of them wondered when they implemented the serial numbers and how they worked, because, certainly – so they thought – there couldn’t be over three million people living there at that moment.
“Get back in there.” A guard pushed James back into the cell after his tattoo was finished. “And drag that body out here, will you?”
The guards waited for James to drag the body outside fully, then shoved him back into the cell and locked it. Another guard then opened a door somewhere further down the corridor, and they dragged the body there, closing the door behind them. The guards and the tattooist saluted the keeper and left upstairs.
Over the course of the night Tom and James hardly slept. The prisoners chatted loudly all night, four policemen (again wearing all black) brought three new prisoners downstairs and forced them into the cells – but none into their cell – and they felt uneasy sleeping around people eager to hurt them first chance they get. Sleeping alternately they could only get about an hour of sleep each.

Good question about the numbers. Has there been that many deaths? How many people stay down in the mines? I wonder what they'll get for breakfast? You've got my mind squirreling away again...

Exactly what's been going through my mind since I've written that number down. I mean, the capitol under the dome.... and only 3 jail cells? with ~over a million humans living there for sure?
