The Chinese authorities seem to want to prevent the use of this application during demonstrations in Hong Kong.

Yesterday, Telegram's encrypted mail servers were the victim of a large-scale distributed denial of service (DDoS) attack. This has deteriorated the availability of the service for "users in the Americas and some users in other countries," the company explains in a tweet.
We're currently experiencing a powerful DDoS attack, Telegram users in the Americas and some users from other countries may experience connection issues.
It appears that this attack was coordinated by the Chinese government.
In a tweet, Pavel Durov, Telegram's CEO, points out that the source IP addresses are mainly Chinese. This does not prove anything, because it is quite simple to cover your tracks in this kind of manoeuvre.
However, Pavel Durov explains that the DDoS attack coincided with the demonstrations in Hong Kong, which adds to the body of evidence. The leader also points out that all major DDoS attacks that have targeted Telegram in the past occurred during demonstrations in Hong Kong.
The Chinese government, therefore, seems to be accustomed to this type of action.
IP addresses coming mostly from China. Historically, all state actor-sized DDoS (200-400 Gb/s of junk) we experienced coincided in time with protests in Hong Kong (coordinated on @telegram). This case was not an exception.
Since last April, Hong Kong’s residents have been protesting against a draft law that provides for the extradition of suspects to mainland China.
Until recently, this movement was peaceful. But last weekend, violent clashes took place with the police. To organize, demonstrators use encrypted messaging services such as Telegram or WhatsApp.
Last Tuesday, the Hong Kong administrator of a Telegram group was arrested for "conspiracy".
In its discussion thread, more than 30,000 people coordinated their movements and planned the occupation of official buildings.
