Manaia: The Anarchistic Civilisation of Anakai

Anakai is an anarchistic society on the Eastern coast of the Wetlands with an estimated population of 4.5 million. It's population often doubles in size under the fourth moon of each year, as people swarm in from all over the Wetlands and even as far as Aneyes to celebrate the Festival of Forgiveness.

Many throughout history have sought to be King of Anakai. However, each attempted ruler of the city has lost their life very soon after declaring their position as King. The longest ruler of Anakai lived seven days after claiming the crown. Most have died by regicide at the hands of the people or their own guards, but some have reportedly died in the most unlikely circumstances.

It is believed by some that the people of Anakai are too headstrong and will follow none but their own consciences. And yet others still speak of an ancient curse, cast by an oppressed people of Anakai who had seen brutal tyranny against their own for too many generations. Whatever the real reason Anakai's leaders do not last long, the enduring list of failures has proven to be enough to dissuade most from trying to gain control of the people.

With no ruler in place, Anakai is a city of great disorder. With no law, justice is left to the people to exact as they best see fit. And with no prisons, the practise of branding has become popular and somewhat of a tradition in Anakai. Thieves, adulterers, murderers and rapers, if caught, are branded on the skin visibly so that others in the city will know to be wary of them. In recent decades, a sub-civilisation has formed on the outskirts of Anakai for the branded, in response to them being largely shunned by the greater population.

In spite of the lack of rulers in Anakai, the city is no more dangerous than any other in Manaia. Wherever possible, neighbours will look out for one another knowing that they will be looked out for in return, and a collective of vigilantes known as The Burning Fist seek out those who have escaped branding and scar them with the appropriate symbols. The Burning Fist is equally loved and hated in Anakai.

The city of Anakai is one of few in the Wetlands that trades with Euchao. The ocean and nearby forest are abundant in exotic fruits and sea life. It is estimated that as much as 10% of the people of Anakai live their day to day lives entirely without the need for gold or silver.
