The Greeks did not establish a great kingdom as others did. This was largely due to geographical conditions of the land which was cut into a large number of valleys by mountains. Each valley developed into state in its own way. The outstanding feature of Greek city state is that each city state in Greece was a political entity, having its own government, laws and army.

All city states excepting Athens, Sparta and Corinth were marked by small territory and population.

Each city- state was well planned and was a centre of Greek culture. A city-state included not only the city but also the surrounding areas where animals were domesticated and farm crops were grown to feed the people living in the city.

Each city state remained independent and never combined with another to establish a kingdom. There were a large number city states. Among them Athens, Sparta, Thebes and Corinth were important. In each city-state there were two centres namely the Acropolis (the highest part of city) and Agora (the market place).

The Greeks experimented upon various forms of government like monarchy, oligarchy and democracy. Finally they adopted democracy as the best form of governmment. We have a perfect example of democracy in the history of Athens.

The Greek democracy was at its highest during the days of Pericles in Athens.
