Time To Face The Fact: Here Is What Is Hampering The Eradication Of Illiteracy In African Nations

Many African states have taken measures in their bid to eradicate illiteracy, but efforts have been hampered by population growth that is higher than the literacy rate. The Algerian delegate said that despite liberalization of primary school education, illiteracy would remain at substantial levels if population growth was not controlled.

There is also the fear that literacy campaigns in most African states receive only lip service from government functionaries, or are treated as a topic merely for political campaigns. For example, commitment to the universal primary education (UPE) programme were made at a more favourable economic period of the nation's life. The re-introduction of levies in school in some states has led to a fall in the school population. In addition, if teachers are not given sufficient incentives to attract and retain their services, they will leave the profession.

Furthermore, though some educationists regard early childhood education as a priority, nursery education in Nigeria is left in the hands of private people. In Niger, that government, as in Nigeria, prefers to allocate funds to primary rather than to pre-school education. Togo differs by stressing that, psychologically, children must be prepared for a smooth transition into primary school education. Its education experts have enlisted UNESCO assistance in funding an inexpensive way to run pre-primary schools. Conversely in Ghana, although nursery schools are privately run, the Ghanaian Ministry of Education has nursery school training centers within its ministry.

Never the less, there is the argument that trying to formalise education at too early an age, kills children's initiatives. It is also argued that children should be allowed to explore their environment and obtain new information in their indigenous languages to prevent confusion.

Therefore, class one programs should tailored with the assumption that the child has had no previous formal education.
