The Minnow Big Brother Fund is an initiative by @mwanjo to help boost the account of two (2) minnows every week, in an effort to encourage team work and give some recognition to outstanding minnows who are working hard to promote the steem blockchain community in their localities.
The initiative allow two 2 minnows to have their accounts boosted, one as a minnow (reputation25 to 28) and the other as a big brother (reputation 29 and above) Both are rewarded.
(I doubt if a whale may ever want to be someone's big brother, so there are no upper limits for big brothers)
Their team will be selected by the entire world through votes by Google forms. So once the candidates for the week are announced on Thursday morning every week, they are free to solicit votes from the entire internet by copying and sharing the link to the voting article. Steemians and non steemians alike will be redirected to the voting article in other to vote for their fevorite candidates. Many non steemians may consider becoming steemians after such exposure to steem activities. These new converts may remain a great part of the community in the near future. In a nutshell; THE MINNOW BIG BROTHER FUND (MBBF) follows this weekly program.

The weekly program.

1. Mondays to Wednesdays: submission of applications.

2. Thursdays to Saturdays: voting for favourite candidates.

3. Sundays: Proclamation of results and the award of prizes.

An individual can only be minnow once on the MBBF initiative which gives the initiative boost to your account.
After this boost, the individual can even return every two weeks as a big brother and use their following to help the new minnow win a boost. While they get another boost gradually boosting them selves to dolphins, why not whales through the MINNOW BIG BROTHER FUND (MBBF)

This may even become some steemians strategy for growth here on steemit.
You encourage many people to join steemit, then every two weeks you "harvest" an account that is ripe as their big brother. If everyone does this we will grow large steemit communities all around the world in no time.
If this becomes the case, then MBBF may even open a separate steemit account for MBBF independent of @mwanjo to help manage the fund more professionally. Then investors and volunteers will be highly welcome.
