As much as I agree with you about how sick and disgusting this is, I think it's a lot harder to take down major crime sydicates in charge of all of this than you make it seem.
Sure its hard ! Who is saying the contrary ? I am not certainly, but I do see that if they can arrest this high ranking official for having a personal collection of kiddy porn !! You can bet yur life that those " people " who believe you me go a lot further in their depraved actions will be under investigation !! The thing is its one thing to make an arrest but to make it stick needs thourough proof and investigation first. I see this as the turning point that many like me are waiting for @userperson321!!
Usually the culprits have or are connected to influential people and organisations that can make this stuff go away, so it is indeed impressive when one gets fully prosecuted, but then again - maybe the way to give the impression that the problem is being solved is to throw a lamb to the wolves occasionally. When people think a problem is getting handled they often reduce their efforts on it.
