Making stuff out of steel is REALLY hard. Making complex machinery out of steel, AND plastic is fucking rocket surgery.
Making stuff out of brass, and other soft metals is REALLY easy. The chemicals, metals and everything else can be done in your backyard. My father and grandfather made bullets by hand. My father was a child when he was making shells.
Making bullets compatible with any firearm is something that it doesn't even take an expert to do, it just needs a technician. Firearms however take a journeyman craftsman.

There's one problem though: making shells is piss easy. You can learn how to do it in minutes. Making stuff from soft metals is really easy.
