Improve the high availability of steemit.com

The high availability of steemit.com need improving.
Proposal
At April 1st, many people found the steemit.com was down. And I see the domain is bound to 4 ip addresses. I think this kind of binding strategy is good for some level of high availability. Maybe there were other reason that it was down.
I suggest that:
- The team can improve the high availability, but how to make it depends on the architecture of the system. Steemit can choose some high availability solutions applied by other companies like Facebook, Twitter etc.
- Show a down page when it is down next time, and people won't panic. Just like the twitter's down page:

- People won't panic if they see the down page.
- If HA is improved, the steemit.com will never be down. Hope it won't be down.
