The Hope of Yolanda (Haiyan) Sorvivors

  Good Day!   

President Rodrigo Duterte arrived in Tacloban City last November 8, 2016 afternoon and proceeded by helicopter to the Holy Cross Gardens at Brgy. Basper Tacloban City the final resting place of thousands of people who died during the Super Typhoon Yolanda (Haiyan).

 This was 3000 white crosses were put on top of the mass grave as markers where families, relatives and friends could put a flower, light a candle and offer a prayer for their loved ones who lost their lives during the storm.

    Si President Rodrigo Duterte ay dumating sa Tacloban City noong Nobyembre 8, 2016 hapon at pumunta na sa pamamagitan ng helicopter sa Holy Cross memorial Park sa Brgy. Basper Tacloban City ang huling hantungan na  lugar ng libu-libong  mga taong namatay sa panahon ng Super Typhoon Yolanda (Haiyan).

   Ito ay 3000 puting krus na inilagay sa itaas ng mass grave bilang mga palatandaan kung saan ang mga pamilya, kamag-anak at mga kaibigan ay maaaring maglagay ng isang bulaklak, mag tayok ng kandila  at mag- alay ng isang panalangin para sa kanilang mga mahal sa buhay na nawala sa kanila buhay sa panahon ng bagyo.    

  President Duterte led the ceremonies for the 3rd Yolanda (Haiyan) anniversary commemoration with wreath – laying and candle lightning rights in memory of the Yolanda (Haiyan) dead. 

Si President Duterte ang nanguna sa seremonya para sa ika-3 anibersaryo pagdiriwang  ng Super Typhoon Yolanda (Haiyan) ng pagtula at pag-tirik ng kandila bilang pag-alala sa mga pumanaw ng sinabing bagyo.

  

  Duterte said he was dismayed and disappointed about the delay in government projects and the apparent slow implementation of the recovery and rehabilitation projects particularly on the housing for more then 12,000 families who lost their homes during the storm surge of Yolanda 3 years ago. 

The Government has fallen short of the expectation of the people. That Yolanda rehabilitation should have been over after 1 year he told the crowd “ I am a little disappointed, but I am glad to see you”.

 The president told the crowd that he was not satisfied with the results of rehabilitation efforts initialled by the national offices. “3 years have passed and “marami pang displaced families at hindi pa na transfer sa permanent shelters dapat 1 year after Yolanda tapos na ang rehabilitation projects” Duterte said. 

Duterte then openly ordered the DSWD and the DPWH particularly the national housing authority to finish the housing units for the Yolanda survivors.  

 -Sinabi ni Duterte nasiya ay nanganglupaypay at di nasisiyahan tungkol sa mga pagkaantala sa proyekto ng pamahalaan at ang maliwanag na mabagal na pagpapatupad ng pagbawi atrehabilitation ng mga proyekto lalo na sa pabahay para sa 12,000 na mga pamilya na nawalan  nang kanilang mga tahanan sa panahon ng bagyong Yolanda 3 taon na ang nakakaraan.

Ang pamahalaan binagsak  ang pag-asa ng mga tao. Ang Yolanda rehabilitation dapat ay tapos na pagkatapos ng 1 taon.

"Ako ay nabigo, ngunit ako ay natutuwa na Makita kayo". Sabi pa ni Presidente Duterte.Sinabi din ng pangulo sa karamihan ng tao na siya ay hindi nasiyahan sa mga resulta sa rehabilitation karapatdapat ibigay sa pamamagitan ng mga ahensya

"3 taon na ang nakalipas at" marami pang mga pamilya ang  hindi pa na transfer sa isang permanent shelters dapat 1 taon pagkatapos ng Yolanda tapos na ang mga proyekto at rehabilitation. "

Lantarang iniutos ng pangulo satangapan ng DSWD at ng DPWH lalo na ang national housing authority na tapusin na ang mga yunit ng pabahay para sa mga Yolanda survivors.   

 After his commemorative message, the President announced the immediate release of 8,000 pesos additional financial assistance for each the 40,000 survivors who failed to receive the emergency financial assistance (ESA) fund earlier given by the National government for the yolanda victims and they need at least 1 billion to cover the entire beneficiaries. The agency has to immediately release of the money during the first 3 months of 2017. 

 Mayor Romualdez is also challenge by the president to help in the fast recovery of the families and the construction of the basic facilities at the resettlement areas on the northern part of the city such as water system. Duterte then ordered the local water utilities administration to also complete its projects as soon as possible.

 Meanwhile a total of 163 community organizations of Yolanda survivors an 9 non-government organizations which merged into a group they called Community of Yolanda Survivors and Partners (CYSP) said they are seeking an audience with President Rodrigo Duterte for redress of their plaints. 

The common complaints of the survivors were the series delay and selectivity in the distribution of the emergency financial assistance (ESA), the shortage of permanent housing in resettlement areas and the planned construction of the housing projects.    

 Matapos ang kanyang commemorative message, pinahayag ng Presidente ang agarang paglabas ng 8,000 pesos karagdagang pinansiyal na tulong para sa bawat 40,000 mga nakaligtas na nabigong  makatanggap ng emergency financial assistance (ESA) fund na nauna ng ibinigay sa pamamagitan ng National government para sa mga biktima ng  yolanda at kailangan na hindi  bababa sa 1 billion ang ilalaan upang masakop ang buong beneficiaries. Ang ahensiya ay may 3 buwan lamang  upang agad na ilabas ang sinabing halaga sa ng unang 3 buwan ng 2017.

Si Mayor Romualdez rin ay hinamon ng presidente upang makatulong sa mabilis na pag kilos ng mga ahensya at ang konstruksiyon ng mga pangunahing pasilidad sa resettlement area sa hilagang bahagi ng lungsod tulad ng pag kakaruon ng sapat na pa tubig.Ipinag utos din ni  Duterte sa ahensya ng nagbibigay ng patubia na agarang pag tapos ng mga proyekto nito.

Samantala isang kabuuang 163 mga organisasyon ng komunidad ng Yolanda survivors isang 9 non-government organizations na Pinagsama sa isa sa mga grupo ang kanilang tinatawag na Community of Yolanda Survivors at Partners (CYSP) sinasabing  sila ay naghahanap ng isang madla na katulad ng President Rodrigo Duterte upang ilahad ang kanilang mga reklamo.

Ang karaniwang mga reklamo ng mga nakaligtas ay ang serye pagkaantala at mga pinili lang sa pamamahagi ng emergency financial assistance (ESA), ang kakulangan ng permanenteng pabahay sa resettlement areas at ang planong pagtatayo ng mga proyektong pabahay.
