For sure. Over here it happens when you try to rent an apartment. Over there in Thailand it happens with tuk-tuks, at least to foreigners in Bangkok. I couldn't believe how much they wanted last time I was there, so I just took a taxi and told them to use the meter, and even then some of the taxi drivers wouldn't use the meter, so I had to keep asking. But I don't blame them, if people are willing to give them that much money they should take it.
