Geoengineering Series #9 - Legislation Regarding Geoengineering

For weather modification and geoengineering to be legal there has to be some legislation that makes it legal. Weather modification is made legal by International Law of Weather Modification that is part of general international environmental law states the above mentioned text.

Geoengineering Act of 2017 (2017- H6011) is the newest piece of legislation found on the web – a very interesting piece of legislation. It regulates geoengineering experiments in Rhode Island, USA; those who want to carry out a geoengineering experiment in situ are supposed to apply for the approval at the Environmental Agency and even public comments are allowed.  Don't forget to look into it to see what type of substances and methods are used. Now, at least, geoengineering became public and regulated, thus it can be addressed as such. Study it thoroughly, for the section 23-23.8-3. C 4.5. includes, among others, the genetically modified, CO2-eating, plastic trees as a possible mitigation method/tool. And, the section 23-23.8-3 D includes aircraft geoengineering activities so no-one can ever doubt those crisscrosses on the sky are chemtrails and part of geoengineering; section 23-23.8-3. E describes consequences. “Every submitted license application shall be on the public record within twenty-four (24) hours of submission.”  If approved, the experiment shall not last more than 90-days. This law also tackles evaluating and reporting. That public record window should definitely be longer, like 3-5 days, so concerned citizens have enough time to comment and possibly prevent it.  

USA also has a Weather modification law, Canada as well, while among the states there are treaties that cover the weather modification. There is one between USA and Canada, and there must be more among other states as well, like UK. As there are companies that sell weather modification also in Russia, China, India, France (even for a wedding day; cost start at 100.000Ł, they plan to expand to UK and Italy), South Africa since 1972. It's kind of stupid to list only big states as it is certainly done also in smaller ones, but anyone can look up this type of legislation in own language and own state. There has to be some legislation simply, because there are corridors for the air traffic over every state's sky, and to fly over the pilots must have the approval to fly through that particular corridor – if they don't get that approval, it is considered a trespassing of the sovereign state territory and an intrusion into that sovereign’s air space. So, to see those crisscrosses that the aircraft’s leave behind on the sky that sometimes create the whitening of the sky, there has to be an approval given by that state and there also has to be some legislation supporting it – to make it all legal.

In the U.S. last year, 55 cloud-seeding projects were reported to NOAA. There’s even a luxury cloud-seeding market emerging—one European company, for instance, charges a minimum of $150,000 to guarantee good wedding weather by forcing clouds to rain in the days before the event,« we find in an article Weather on Demand: Making it Rain is Now a Global Bussiness by Amanda Little (2015).  

There have been also some legal disputes between the states regarding weather modification, for instance between USA and Canada, even though they have a mutual treaty regarding weather modification. Study it thoroughly in case of any petition or litigation. Of course, this is not all exhaustive account on geoengineering/weather modification legislation on the planet, but just an indication what to look for. 

There have already been some petitions, like the one from H.O.M.E/ETC Group, a petition in Australia, a petition in USA by thrive.org who plans to launch the global webinar on this issue. Even some scientists have signed it. There are also a petition websites, like ipetition.org, thepetitionsite.org, on change.org/start-a-petition, and even a petition instruction site where interested people can launch a petition or to file a motion. What I’m not sure of is, if any of those have already had some real impact on the course of events in this area. 

This post is part of a series in Geoengineering Series in an effort to present idea that people should start understanding that the sky and the oceans should remain intact, as well as the Earth as a whole, thus also the mainland. But, because humans can’t just dismiss all the industry and construction, and all the rest, we can’t declare the whole Earth a national park, even if we would most probably be way better off by doing so. Even if it is already some 100 years or more too late it is still worth a try. The way I see it, is to give the sky and the oceans the legal status of a national park where chemical experiments with weather or anything else are officially not permitted and not-tolerated, including influencing tropospheric rivers by electromagnetic means. But to whom such a motion/demand in a petition form should be delivered to?
