There are weirder laws so I'm not surprised to find out there are laws governing this. With Trump in the White House, I'm sure there would be many more coming out the woodwork.
Yes, humans really do create laws that clearly reveal their own ideas about all sorts of affairs and things even if they are detrimental to them and everything else. One good thing about that geoengineering act is that it clearly admits that experiments in geoengineering do exist, the law also clearly lists which ones. Besides, the application for experiment must be open to public 24 hours and public is allowed to comment (hopefully to prevent) the experiment proposal. Now, they can't deny it. But I don't think carrying out that type of experiments could be of any good.
