Do you think That It Is Better To Lower The Age Of Criminal Responsibility From 15 to 12 Years Old?

Now the age of minors who will have a conflict with the law will be held responsible even if they are only twelve years of age now in the Philippines. This law intends to rid of minors who are doing crimes in the country by arresting them when they do crimes and it aims to clean the country with criminality while reforming the said minors who are in conflict with the law.

But it doesn't mean that they will be incarcerated along with other criminals in a regular prison if they would commit crimes but instead they will be put in a reform institution to correct their ways and mindset in order for them not to break the law after they are disciplined by the government via institutionalizing them temporarily.

The law just means they will be arrested now when they commit crimes than just letting them go again by the police because of the current faulty laws regarding arresting minors and continue to commit crimes again but now the police will have the power to catch them and then turning them in to the reform institutions.

I'm not sure how it works in the Philippines. In the U.S., minors are not simply let go if they commit a crime but the punishments are different and not typically as severe, geared in theory towards reform (though I don't know how well it actually works). However, for certain severe crimes, minors can be tried as adults. The criteria for that depends on what part of the country you live in.

My answer would be "it depends". Even a 12 year old should not simply be let go with no consequences if they commit a crime but penalties should be geared towards reform more that strictly punishment.

Now the minors who are in conflict with the law would be institutionalized and tried as an adult depending on the crime committed @darth-azrael

It don't really matter..by the age 20 they will be professional criminals..because of what they will learn thru that time..

No, but I am not sure how much respect 12 year old kids are offered in your country.

In USA they are not allowed to work. I had a hard time (and still do) finding anyonr willing to hire me for a job until I looked much older. Could not drink, smoke, vote, or be allowed do to anything on my own until I was 18 or 21. At 15 kids are usually still driven by hormones and puberty, and they need a few years to learn how to develop stronger self control when their emotions become more than they are used to.

It used to be the role of parents to accept responsibility for their offspring, but now that is considered too conservative by many. Without elders to offer guidance for the young, they become wild, like Lord of the Flies.

This new law for minors in our country got raised in the Senate because of the number of crimes involving children/minors and it ranges from theft to even murder or rape.
It is different now, children are not the same like in previous decades, so to protect both the public and the minors themselves the age for criminal liability was put lower to 12 so that once they would commit crimes they will be caught and put into reform institutions. That I think is good than just letting them go again out and commit crimes again. @creativetruth

Are they mostly orphans? Why aren't they rounded up and put in an orphanage or given to foster parents? In my country children are usually taken away from parents by Child Protective Services if the parents are overly negligent with their children. I don't understand the situation over there very well.

I soon have to learn if the parents of these minors who are in conflict with the law will also be held liable but surely enough if a minor was caught doing criminality they will get institutionalized to protect them and the public. @creativetruth

That's a difficult question and to be honest I don't feel I have enough knowledge of the subject to answer it. I'd be interested to find out what my sister thinks, as she is a child psychiatrist.
The age of criminal responsibility in Scotland is 8, but it's going to be raised to 12 soon. The age of criminal responsibility in England is 10.

See it is even lower in England and Scotland @natubat. I think it is better for the minors when get caught will be put to reform institutions rather than just let go again like what the authorities are doing before. It is better and safer for society and the minors.

This is so crazy and I don't really know what to say to that because that is so young.

It is because in my country minors are used to do crimes because if they are caught they will just belet go.

In my opinion it is better that way so that our society here will get much safer than having minors doing crimes in the streets.
