Yes, it is.

As per release notes, and announcement post:

What is a decentralized Q&A platform on the STEEM blockchain, rewarding users for asking and answering questions.

So you can earn SBD and STEEM from answering questions.

@dashroom, yeah I got how it works. It's a full integration with Steemit, and what app is kinda another steemit interface
