This strip is a not-so veiled reference to the somewhat recent "Fat Leonard" defense contractor scandal.:

In a nutshell, the scandal involved the head of a defense contractor corporation (going by the name of "Fat Leonard" of all things) was found to not only have defrauded the Navy but had also bribed a number of high-ranking Navy officers with lavish hotel stays, extravagant dinners, expensive gifts, and even prostitutes in exchange for sensitive information used for monetary gain. Sadly, my time spent working at similar companies was FAR less interesting ;)
