This means that your article have to be on either of those 12 types of sub section, to use the utopian-io tag.otherwise your article may get rejected?
You must use https://utopian.io/
Then the tag will be added automatically, and you will see the 'categories' to choose from, and then the rules :)

I had just gone through that.it looks similar to dmania and dtube,after sign up whatever you post on https://utopian.io/ it will directly show up on your steemit page too through the block chain.
Yes that is correct.
I would check out hot/trending for utopian-io and see what the level is at.
