Global Tracking to Control the Right to Travel

The Organization for Security and Co-operation in Europe (OSCE), the "largest regional security organization in the world" (as they refer to themselves) has published a white paper detailing their plans to restrict the right to travel of everyone on the planet.

This private organization wants to do background checks on every airline passenger in the world, restricting the right to travel of nearly 8 billion people. They will send airliners an "Authority to Carry" to let them know if a passenger is allowed to be carried by the airline.

"An iAPI system allows for a two-way communication in near real-time. The airlines transmit the API message on a per-person basis to the requesting authorities at the time of check-in, while law enforcement agencies have the opportunity to decide whether a certain person is allowed or not to board a plane by issuing a board/no-board message."

With the help of the U.N., they have gathered almost 50% of the personal information from airline passengers since 2017.

"In December 2017, the United Nations Security Council unanimously adopted Resolution 2396. Building upon previous Resolutions 2178(2014) and 2309(2016), it calls upon Member States to collect API and PNR information. Because 2396 was adopted under Chapter VII of the UN Charter, compliance with this obligation is mandatory for all Member States."

"Full implementation of Resolution 2396 represents a massive undertaking. To date, only 48% of OSCE participating States have set up an API system, while just 31% collect PNR data."

The OSCE has a Transnational Threats Department (TNTD) related to terrorism, which acts as a secret rating for airline passengers. There are four areas: "Action against Terrorism, Border Security and Management, Strategic Police Matters, and Co-ordination Cell, but also deals with cross-cutting topics, such as cyber/ICT security and POLIS" (their online police).

The U.N. is acting as a spy agency it seems, where the OSCE and TSA are secretly giving threat assessments for all airline passengers. Anyone could fall on a no fly list for whatever reason these organizations come up with, justified or not.

The OSCE is setting itself up as the world-wide police force to stop people from travelling. Their police force already does:

  • Building capacities of the law enforcement to address transnational threats;
  • Developing and organizing sustainable police education programmes;
  • Organizing leadership and management training for law enforcement and government officials, judges and prosecutors;
  • Strengthening investigative and analytical skills;
  • Enhancing competencies in conducting financial investigations, in addressing money laundering and in seizing criminal assets;
  • Developing community policing initiatives and police-public partnership;
  • Addressing domestic violence;
  • Assisting in strategic planning and threat assessments;
  • Supporting information exchange amongst border officials;
  • Facilitating information sharing and the exchange of best practices;
  • Analysing and assessing lessons learned to develop guidance;
  • Advising on legislation reform and institution-building;
  • Promoting intelligence-led policing;
  • Monitoring police work for compliance with international human rights standards; and
  • Supporting regional and international police co-operation.

Could they be heading towards becoming the largest world police force?

Governments are also trying to track everyone through their license plates, trying to gain acceptance of such measures through loyalty rewards programs. Tracing all airline passengers and vehicle would essentially be a global tracking system. This seems to be the road we re headed down. Fun times...

This is so shtupid, it just might work... for building a global police force.

There is really no information that can tell which people might be/become terrorists. Even with all the TSA spying, the only terrorists the Federal Endtable of Intimidation has caught are people they set up.

So, just like the "no fly" list, this will become another one of those black holes that will seemingly black-list people from flying for no apparent reason. (did your daughter's class need to read Mien Kampf?)

We make things harder for everyone, and make no one safer.

It's a good excuse to control people though ;) Any "reason" can be creator, like you mention, reading a book or watching something...

This has been an ongoing issue as far as air travel. I no longer will fly, and prefer to drive. Of course that can't be done if traveling between continents.

I imagine they have been running this level of cooperation and classifying for some time, they are now just being more open about it as they prepare to clamp down on travel restrictions.

They already won with me, I have boycotted air travel since they took away our constitutional rights on airport property. Haven't been in a plane since before 9/11, I've taken some great roadtrips though.

The idea of having new ways to protect the lives of people who travel by plane does not seem great. Today there are many people with crazy ideas that can harm many people.

Yes, but it always gets used for control with innocent people having the right to travel impeded, plus surveillance state ramping up.

I get it. It must be seen that security must be careful not to harm innocent people. It is not easy, but as in everything, balance must be sought.

That is really evil, comparable to slavery.
