I'll try to explain...🙂 It's all about making the right "friends" who like your content, and who are willing to spend their voting power on you.
In the beginning, a good advice is to get into debates, comment a lot...and put some effort into the comments, avoid spamming, that will kill the friendships faster than they are made🙂
Join some of the many projects, participate in contests to add to your STEEM-power...
A good idea could be to invest some money in the platform, that will only make you stronger, and thus more attractive🙂
