I'll try to explain...๐ It's all about making the right "friends" who like your content, and who are willing to spend their voting power on you.
In the beginning, a good advice is to get into debates, comment a lot...and put some effort into the comments, avoid spamming, that will kill the friendships faster than they are made๐
Join some of the many projects, participate in contests to add to your STEEM-power...
A good idea could be to invest some money in the platform, that will only make you stronger, and thus more attractive๐
