I vote every single day for posts about cooking, music, art, poetry, travel, photography, interesting people, history, personal struggles and triumphs, etc. That's not to say I don't also vote for posts that are good to promote the platform, because I do. But 90% of the posts do I vote for are from the former group.
It is true that a great many quality posts fall through the cracks and don't get votes, but that is not because only advertising posts get votes, it is because there are thousands of posts every day and it is very hard for all the good ones to get noticed.

I vote for the things I like to read. Isn't that the whole idea here? Long term, people get rewarded for writing things people want to read. As we get more and more users, a smaller and smaller percentage of them will be voting based on how their vote may or may not make them a penny.
The question is, how do you find them? There isn't a good method right now, unless you watch New (very exhausting) or find them on one of the other rankings where only a few categories gain mass appeal. The upcoming following feature will help, since you'll see posts by authors you like, but how to find new authors? Again, the same issues arise.

I understand the frustrating situation but we can't blame whales. Like @smooth said there are thousands of new posts daily. You can't demand the whales to sit 24/7 in front of the new page and check potential posts. They have a life too. I wish I had a solution to this problem. Will think about it, when I come up with something I will contact you.

But the follow feature is just going to leave new voices further in the dust. I use New. Exhausting yes but it's the only way I can find posts by people that don't already have a 6+ rep. Unless I come across them in comments which is a great place to spend time. As I have said in numerous posts I am tremendously bullish on the platform and doing what I can with my little minnow voice to help through an awkward stage.
The follow feature is sorely needed. Right now I'm trying to use tools like SteemWatch to help but I inevitably end up missing good posts anyway. Not that my vote is worth much but I still like to give moral support to the content I like.
After some time it will be better or it is need to do something??? I think current system is getting bad, but it can better
I think we need to see how the situation changes with the upcoming following features. Then perhaps reassess. I went ahead and upvoted your post because it is important and valuable to ask these questions, even though I think you are a bit pessimistic. Steem/it is still being built, so a lot will change in upcoming next months.
I was discussing this with @smooth today and I argued that without organic demand, there is nothing the whales can do which does't destroy value. And I also explained why I think the follow feature can't help.

Thank you! I just try to analyze situation, what we got and what will be in the future. In other words I see now whale-upvoters (like workers that support community life) and steemit-citizens that try to get money (nothing personal only business). But Ideally (if I understand correctly) whales have to be like managers in creative community and steemit-citizens that create and show their work like in art gallery. I have philosophical thoughts about it and i will write it letter)
We can just see or try to do something. upvotes are not enough
