They can earn on both if they are clebrities. But a avarage people like you and me we cant. But we have steemit😉 And what ever amount you make here is a gift. Just have to be smart.
Plus you can never know what will happen. Maybe sooner or later the steem will moon. Than even the small amount became big. So when the price is down there is nothing else to do just keep posting, commenting and makeing friends😉 And later you can harvest the fruits of your hard work.
