Busy.org is a website that is similar to steemit.com.
Both of them are interfaces for the STEEM blockchain.
steemit.com is free to use.
busy.org may charge 15% of its users' author rewards.
If it charges a fee, then busy.org is not free to use, because then you pay a part of your rewards.
