Is everyone, who is going to build their project partly on Steem blockchain will airdrop to some extent ?
I do not think it is mandatory..I believe it is up to the token creators @ervinneb.
It makes sense to airdrop to the holders of steem so that you can lure some to your site (if you were a token creator that is).
Even if one opts not to go that way, STEEM still needs to be purchased for bandwidth.
