Começando em 1999, a US Mint lançou um programa de 10 anos honrando cada um dos estados americanos na ordem que eles ratificaram a Constituição ou foram admitidos na União.

Foi escolhida a moeda de $.25 para ser a portadora desta homenagem. A cada ano cinco moedas diferentes, representando cinco estados diferentes, foram emitidas.

Todos os obversos mostram o mesmo perfil de George Washington e os reversos foram em grande parte escolhidos em concursos populares em cada estado.

Todas as moedas mostradas são NGC PF70 Ultra Cameo com pureza de prata de 90% e peso de 6,3g.

A primeira é 2003 ""Illinois". Mostra um jovem Abraão Lincoln. O presidente advogou muitos anos em Illinois, antes de sua eleição.

A segunda é 2003 "Alabama". Ela mostra Helen Keller. Ela nasceu no Alabama e apesar de ser cega e surda, conseguiu aprender a ler e a escrever.

A terceira é a 2003 "Maine". Mostra um farol perto do mar. O Permaquid Point Lighthouse foi construído em 1826 e é um dos mais populares pontos turísticos.
