Does angular momentum of an object tend to decrease randomly?

And how much does it depend on the type of the object?
I know that there is a conservation law, but the conservation applies for whole and closed systems, not to any arbitrary object in itself.
Thinking more about it, I do not know the answer about linear momentum.
There is friction, but since speed is allegedly relative and there is no universal point of reference, why should the chances of a collision (friction) increase with speed?
They should increase with an increase in speed, but not with speed in itself.
The questions are not about an object's speed relative to air or water.
Speed is relative, so is angular momentum relative too?
