I'm aware of oligarchs, yet the oligarchs today are primarily here because of government manipulation of the economy, and their flirtation or outright support for authoritarian regimes (take Tencent and Huawei for example). Most made their fortune and used government industry regulators to either kill alternatives or make breaking into particular industries a larger uphill battle.
With that being said, there are many billionaires in the world.
The only way you can have a democracy is to empower a central authority to enforce the redistribution of wealth. This is in every sense of the definition Anti-Freedom at it's very core.

Joe Dirt, well, democracy is only as good as the people within it. That's why I prefer a republic. A democracy is as hypothetical as socialism, etc.
