Most made their fortune and used government industry regulators to either kill alternatives or make breaking into particular industries a larger uphill battle.
With that being said, there are many billionaires in the world.
The only way you can have a democracy is to empower a central authority to enforce the redistribution of wealth. This is in every sense of the definition Anti-Freedom at it's very core.
