Due to the complaints from the project allotted area, it was found that after checking the record sheet at Hatia Upazila Public Health Directorate last Monday, M/s Saurabh Islam contractor company mentioned in Kishoreganj village address of Noakhali Mauza received the work order of PSWSC project on June 5, 2022. bearing Tender ID No. 678866, Package No. PSWSC- 1078. These submersible tubewells are to be installed in various mosques, markets, and union parishads of Hatia Upazila. As such, 8 months have passed since February 2023. The contractor has not performed the work even after spending an additional 1 year by withdrawing more than half of the total bill through the current bill. As a result, the project's beneficiaries feel that the government's noble objective of providing clean water facilities to the people is being disrupted.

On Saturday (March 2) morning, Muazzin Zahir Uddin of Khaser Hat Kachari Bari Jame Masjid of the upazila said that the contractor has left this work for a long time. The nominal tubewell was installed and no further information was provided. A shopkeeper named Mujahidul Islam of the market said that it would be good for us if the pump works. Md. Al Amin, member of Charking Union Ward No. 9 of the upazila, said that there are many irregularities in this contactor. He does everything through irregularity. A person named Belal Hossain near Charishwar Union Banglabazar said that the contractor's people came and only the tank was installed. It has been 2 years today and the tube well has not been completed yet. He strongly demanded that the work of the tubewell be completed quickly.
Meanwhile, it is known that the proprietor of this contracting company, Saurabh Islam (Jossi), has several other companies under different names, including another contracting company named "Ms. Mazharul Islam". On Tuesday (February 27) at noon in the Upazila Parishad meeting room, the monthly meeting of the month of February brought up the issue of public suffering in various areas due to the irregularity of the institution.
When Proprietor Sourav Islam's mobile number was switched off, when he spoke to his manager Jewel, he said that they would start working in a short time.
Emdad Hossain, Deputy Assistant Engineer of Hatia Upazila Public Health Engineering Department, said that the contractor has left more than half of the work. He also said that he has written a letter to the Noakhali District Executive Engineer in this regard.

From there, Moazzem Hossain Mamun, an English lecturer at Charchenga Islamia Fazil Madrasa in the upazila, solved the question in his rented house. Later, when he entered the hall through the peon of the center, based on the information of this reporter, the tag officer of the concerned center arrested him along with the evidence.
