To achieve the aim of proving that governments have weaponized the weather, we must first prove they have a department for it, and expose the supporting documents, before formulating the how (they planned it), when (dates times used it) why (who gains) & technology used.

I did not have to dig far to find in excess of 1500 documents, that all are relating to weather modification.

Most people may be aware of the term "he who controls the weather will control the world"

That only serves to provide some "who" though.

Also said document is relating to cloud seeding, that I think most people would acknowledge knowing something about anyway, so on to the government department. I am going to use the USA for this, as that is easiest to do, with relation to actual proof.

I found 1 document that relates to a bi-lateral agreement with Canada regards weather modification, from 1975 here. Interestingly it also states that there was a draft proposal for a agreement between the USA - USSR which is strange during the cold war do you not think?
