I can't believe a shelter is kicking out a family in the dead of winter. No way this would happen in Canada, even when shelter gets full here they shuttle the overflow to other shelters. They wouldn't do this to a single intoxicated man in Canada never mind a family. Here is my upvote good luck

Seems like the system is somehow working, from what I can understand ...

The child protection agency won't allow the children to be homeless in the middle of the winter (unfortunately, they do not care that the poster has a cozy camper van, and rather than being helpful aid they do cause quite some extra stress and fear in an already stressed situation).
The shelter is providing help and aid so the poster can find a place to rent. (but such a note ... it's for sure not helping to give the lady enough peace and calm to continue searching for a place to live)
