Seems like the system is somehow working, from what I can understand ...

• The child protection agency won't allow the children to be homeless in the middle of the winter (unfortunately, they do not care that the poster has a cozy camper van, and rather than being helpful aid they do cause quite some extra stress and fear in an already stressed situation).
• The shelter is providing help and aid so the poster can find a place to rent. (but such a note ... it's for sure not helping to give the lady enough peace and calm to continue searching for a place to live)
