Details :

First I painted Victor Art's big eyes and some of the surrounding face.

Then I painted the mouth teeth and two big ears and some other parts around with thin and thick spots.

Then I painted the face part with a few colors in a nice step of two colors.

Then I painted Victor Art's eyes, face and hair beautifully and colorfully.

Then when the vector art was completely drawn, I made the background black and made some more beautiful colorful art around it.
