Upvotes reward creators of content based on how much voting power the curator has the higher the voting power the higher the reward while downvotes reduce the rewards the creator can receive.
Well, add something else. If a post is voted on, 50% of the reward is also given to the user. These are called curation rewards

How to steemit works in witnesses
