Perhaps the vacancies that exist in those offices are waiting for their grand children to be born, grow up and then they can fill the start working, since they can't employ the graduates now.

Exactly what they are upto but whatever their plans, our hope is in the future God's kingdom will soon bring mankind's relief to world problems
