[SCT] SCT author reward

It is designed to be issued in KRWP if there is price information at the time of payment of SCT's author rewards, and in SCT if there is no price information.
Price information was provided by the SCT operation server, but could not be provided due to an error in the steem engine.

As the price information was provided from yesterday, SCT's author reward began to be paid in KRWP again.

Steem Engine's account history is not working yet, so it is impossible to normalize all services of SCT.
However, in the case of voting, except for promotional voting, it is operated with token holdings, so it seems that it will be normalized soon.

SCT의 저자보상 지급시에 가격정보가 있으면 KRWP로 없으면 SCT로 발행이 되도록 설계가 되어 있습니다.
가격정보는 SCT 운영서버에서 제공을 하고 있었는데 그동안 스팀엔진의 오류로 인해서 제공을 할 수 없었습니다.

어제부터 가격정보를 다시 입력하여 제공하기 시작하면서 SCT 의 저자보상이 다시 KRWP로 지급되기 시작하였습니다.

스팀엔진의 account history가 아직 동작을 하고 있지 않아서 SCT의 모든 서비스를 정상화할 수는 없는 상황입니다.
하지만 보팅의 경우는 홍보보팅을 제외하고는 단순 토큰 보유량으로 운영이 되기 때문에 곧 정상화 가능할 것 같습니다.
