Regarding the properties of e-cigarettes, there is no clear legal definition in China. There is no clear legal norm for the supervision of e-cigarettes, and there are obvious legal gaps. According to the relevant provisions of China's "Tobacco Monopoly Law": tobacco monopoly products only include cigarettes, cigars, tobacco, tobacco, cigarette paper and so on.
