Child Doe 77

Who is Amy Pisani? She is the director of “Every Child by Two, a pro-vaccine advocacy organization that receives a great deal of it’s funding from the pharmaceutical industry. November 2013the House of Representatives Oversight and Government Reform committee stated plans to conduct hearings into the National Vaccine Injury Compensation Program. Pisani begged Congress to cancel the hearing because those asking for the hearings believed vaccines played a large part in the epidemic of autism. She stated, “Vaccines causing autism is a hypothesis that has been disproved by the medical and scientific community. To dismantle the National Vaccine Inury Compensation Program in order to appease fringe groups that have had their day in court would be a great disservice to public health.

Pisani’s letter states: The debate about vaccine induced autism is closed. The NVICP agreed, and the special masters issued their ruling that vaccine injury does not result in autism. This case would have remained closed except forChild Doe 77 . This case was one of six cases selected from over 5,000 cases filed in the OAP to serves as a test case over long standing theories regarding how vaccines may cause autism. Child Doe 77 was given an award compensation in 2008 from injuries sustained after 9 vaccines were given to at the age of 11 months, which aggravated an underlying mitochondrial disorder and the child suffered seizures, encephalopathy, with autism like symptoms. This is the government’s wording, “autism like symptoms.” The government defines autism as a behavioral diagnosis rather than a disease. A clinician decides if the child suffers from autism through a check list from the “Statistical Manual of mental Disorders..

Even with mental gymnastics by the clinician Child Doe 77 had autism and the government admitted vaccines were the cause. There was significant media coverage.

Other families came forward after the media coverage claiming that their children, which had been compensated for vaccine induced brain injury also had autism. Suddenly Child Doe 77s case was pulled from the proceedings, no president was established, NVICP led that vaccines do not cause autism. Poof! It was as if Child Doe 77 never existed.

There was another test case, Colten Snyder, special Master Denise Vowel wrote, “To conclude that Colten’s condition was the result of his MMR vaccine, an objective observer would have to emulate Lewis Carroll’s White Queen and be able to believe six impossible things before breakfast.”

“Alice laughed. 'There's no use trying,' she said. 'One can't believe impossible things.' I daresay you haven't had much practice,' said the Queen. 'When I was your age, I always did it for half-an-hour a day. Why, sometimes I've believed as many as six impossible things before breakfast. There goes the shawl again!”

Keep in mind the "highly impossible things," statement by Special Master Denise Vowel….An investigation by Louis Conte which produced a publication called “Unanswered Questions from the Vaccine injury Compensation Program: A Review of Compensated Cases of Vaccine-Induced Brain Injury: May, 2001 Pace Environmental Law Review. The reviews authors , Colin, Krakow, Holland, and Conte found that NVICP and been compensating cases for vaccine injury that featured autism throughout its history. The 83 cases for vaccine injury that that had been identified from public records were a small percentage of cases compensated by the program. The government blocked investigation into these cases through the Freedom of Information Act. The fact is administration for NVICP has never allowed the actual history of autism within it’s program to be freely reviewed by the public.

In response to your most recent inquiry,“HRSA has the following statement: The government has never compensated, nor has it ever been ordered to compensate, any case based on a determination that autism was actually caused by vaccines. We have compensated cases in which children exhibited an encephalopathy, or general brain disease. Encephalopathy may be accompanied by a medical progression of an array of symptoms including autistic behavior, autism, or seizures. Some children who have been compensated for vaccine injuries may have shown signs of autism before the decision to compensate, or may ultimately end up with autism or autistic symptoms, but we do not track cases on this basis. Regards, David Bowman, Office of Communications Health Resources and Services Administration

The division of Vaccine Injury Compensation, which screens all cases that enter the NVICP was the source of Bowman’s information. After petitioners in the Omnibus Autism Proceedings asked why their children’s autism cases were not reviewed as previous encephalopathy cases featuring autism as a secondary to encephalopathy. The OAP was reviewing cases where autism was primary or idiopathic, not secondary autism.

In my previous article regarding DPT vaccine injuries, many clinicians have suggested the primary or idiopathic autism manifests from genetic anomalies that produce syndromes: fragile X, Down syndrome, and tuberous sclerosis. Idiopathic is defined as “arising pontanelously or from an obscure or unknown “cause” misses the point. Individuals with fragile X, Down syndrome, our tuberous sclerosis have “known” genetic abnormalities.

Autism for these individuals is understood but not all the people who suffer from the genetic abnormalities developed autism. There is something else going on. The Omnibus Autism Proceedings Special Master did not define the type of autism, primary or secondary in which they were ruling on. The test cases do not carry primary or secondary autism labeling. The ruling essentially stated vaccines do not cause autism, all forms of autism.

I will continue with the differences between primary and secondary autism defined by the NVICP in my next article. I can’t believe how convoluted and complicated diagnosing children with brain injuries and autism is, it’s mind boggling. If I was a parent who’s child was perfectly healthy before vaccines that became horribly ill after vaccines, I think I would go insane with grief. I have admiration for the parents groups that have faced down institutions and the court system demanding changes.
