The way this proposal works in the public imagination: Congress assembles, deliberates carefully, and cuts to $1 the pay of a corrupt or ineffective federal worker, who resigns in disgrace. Money is saved, and the government is better off.
The way this proposal would work in practice: One well-placed congressman adds a single line to a vital, must-pass bill; it cuts to $1 the pay of a politically divisive federal worker who is otherwise perhaps entirely competent. Nobody notices until the bill is well along in the legislative process. Sides are taken. Hearings are held. Press releases fly. Investigations launch. The worker is instantly famous, or infamous. He and his family suffer, at least until a high-profile GoFundMe campaign ensures that he can remain in the federal workforce indefinitely, continuing to do the exact same work that he did before. The whole process may even end up costing somewhere around what his entire salary would have cost taxpayers for the rest of his career.
At some point during this entire sordid struggle, the worker may even quit and be replaced. His replacement will have a salary that's not all that different in the end. Much money will be wasted, and the government will be little or no better off. Best of all, if the pay cut was for political reasons, we'll be all set to do it again in the near future.
The moral: The independent civil service exists for a reason.

here at ph. under pres.duterte will create soon the federal system government.hoping for brighter future and to avoid corruption.
at the present, we are a centralized government where all the taxes go to Manila.wherein Visayas and Mindanao have very big income base in the economic zone. but when the budget comes to us, only 40 percent of the budget is been install on 2 stage between Visayas and Mindanao.
the big manila has all the budget the senators and so on.
the corruption is rampant, but thanks to pres. duterte breaks that's kind of issue. but his eagerness to have the federal government will pursue,
the dream to all filipino people that change is coming.
