The state which oversees residential treatment centers like the one in Hawthorne suddenly stopped sending any children in need of support to Hawthorne and not only that but also to the nearby Pleasantville Cottage School within a close time frame.

Hawthorne is often described as a pretty piece of green land that would be recommend by those in the children and teens system as a pretty good place to give young teenagers in the programs back some peace and stability to those emotionally troubled who were sent there.
To make it clear I am referring and talking about residential treatment centers for children and young teenagers mostly without parents who have been victims of horrible situations.

And by the programs design and law the conditions of these residential treatment centers are less restrictive than those of say other kind of programs, for example then say those who have such children with severe mental health problems.

Apparently these residential treatment centers are of course not actual detention centers as many would have you believe but they are suppose to provide a very familiar "homelike" experience for any of the children or young teenagers living there.
The children at these centres cannot be "locked down" per-say, infact this is so much not the case that even older children are said to be very much encouraged to attend other programs outside of the centres own hub campus, they can also hold part-time jobs as part of their own rehabilitation.

But why have I just told you about this open non- containment system?

See those who work with the residents are said to express that a "lack of" a rigorous system or more engaging programs for particularly those children who are victims of sex trafficking crimes that this "open atmosphere" type of program is infact a big liability for these children who live in the centre.

Amid the 51 centers statewide Hawthorne is among some the ones to have faced severe sanctions over missing children in recent years.
And so for this reason Hawthorne was drawn into a children's trafficking investigation which was after a young teenage girl who went missing from Hawthorne ended up in Bronx with a 25 year old man.
In one case more recent it's recorded that about 73 percent of the 188 residents sent to Hawthorne by the city’s child protection welfare agency were reported missing.

A obviously significantly higher rate than other more comparable programs in many other states would you not agree.

With the case in Bronx with this young girl it highlighted some of the challenges with confronting such programs and the risks faced by some of the girls and boys who are sent to be put in them.
As this case was put into the spotlight the investigation continued to offer a look into a underworld in which exploitation can be difficult to document and prosecute.

Even the social workers said that the victims of these crimes often fear and are wary of the law enforcement or retribution and so often will refuse to cooperate with these type's of investigations.

And so instead of escaping sexual exploitation for some teenagers they instead get recruited inside these support centers.

Federal prosecutors later said it was found that a total of 19 people were charged in a sex-trafficking ring that exploited these young women within the program.

The charges were announced by the United States attorney’s office in Manhattan
