Not sure how I feel about that mechanism tbh, even though it's an obvious need for the governance...
But maybe some weighting loss from proxy votes would be appropriate to incentivise individual participation, instead of just passing on the decision process...
A direct vote should be worth more than a vote by proxy IMHO...
