The answer is clearly over bro. Your hands have to travel less distance and it is easier to pull. Under makes things more awkward. Even when you pull the toilet paper while it's over, it has a tendency to roll so that an adequate amount of toilet paper is hanging for next time. When it's under, you are more likely to mess up the roll.
