who should say that? It is up to the community to enforce behaviour they want to see. If the majority doesn't care it will effectively be allowed. So we first have to work on creating the consciousness that it's bad for the growth of the platform.
yes, it goes back to the pool and is distributed between all other posts. The greatest content only comes up when all the miserable stuff is pushed down.
that's very subjective. Something that draws eyes from the outside, makes people feel like they want to come back and see more of that, and makes good creators feel like this is a platform for the likes of them.
