Respectively on long term you just might be right. The time of posting, when people like to post regularly six o'clock in the morning is a clear advantage to the other's, posting in the evening.

There is no ideal rating system, some other can tell opposite.
I have opposite thinking.
When you got 100 upvotes in first 12 hours and 1-5 after it is low likely that it will influence on rating top posts. I did not do investigations it is what i think i see.

The presumption of the income of voices is just a feeling, no law, no mesurement and in real for every author a total different reality. I gather voices at least for 3 days. And what 's up with the Articles published at 23:30? There are a lot of presumption in your mesurement and the filter of expectation can be a factor, regulating all the unsharpness of the not fixed presumptions, like all voices would come in the first hour. It is maybe a factor, including the approx of voices, normally comes in for one author.

I can tell you my feeling, that the most of my voices are coming in within 3 days.

maybe later i will try few variants, but I think about rating like about news - it is needed while it is fresh.
