I am not talking about the monetary value of this bill. People use it for their collection and are ready to pay higher amount as well. :)

The above one is just an example you can find plenty similar bills there.

If that's an ink mark underlining the number 786, it would take away from the Collector Value of the Note...

Sorry mate, but in this condition this note is worth just 100 rupees and only in India. The fact that somebody listed something similar on ebay does not mean a thing. Listing is not the same as selling. Collectors like their notes to be uncirculated (mint condition) and normal collectors collect notes not numbers on them. Yes, there is some market for certain "numbers" but it's quite limited. There is also the issue of number "holiness" - have no idea about India but in Europe or US this number means just 786 and there is nothing interesting in this sort of number.
