The reason for this slight decline is that we had a higher than normal posting last 24 hours and a few new users (need to spread that creative love), and I attempted a reduction yesterday but still managed to slowly burn voting power, will be decreasing the voting strength until we push over 95%.

I've never seen the creative bot and I am an artist and follow other's that are too. Weird.
Check its steemd for some votes and you will see it hard at work, it doesn't go around spamming comments is why you likely have not seen it. :)
