CPS seems to be into human breeding of teenage mothers in foster care, as 48.8% of babies born to mothers that are themselves in the foster care system are taken by CPS by the age of 2-years-old. Within the first week of a teenage mother in foster care giving birth to a newborn, CPS takes 1 out of 4 (25%) of those babies, and another 17% taken 1 year after birth, with the remaining 7% taken by age 2.

That's insane. But it's the reality according to a new study published in the American Academy of Pediatrics:

Among mothers who were in care, 25% had their children taken into care within the first week after birth, an additional 17% had a child taken into care between the first 7 days and 1 year after birth, and 7% had a child taken into care between the child’s first and second birthday. This resulted in almost half of children being taken into care before their second birthday; this was much higher than the 10% of children taken into care among adolescent mothers who were not in care when they gave birth.

Teenage mothers that are in the acre of the foster system are 11 times more likely to have their children stolen from them within the first 7 days compared to teenage mothers not in the foster care system. And this is whether they were in the foster care system before or after conception, as 30% of the teen mothers who had their children taken only went into the foster care system after they became pregnant.

Of the 576 mothers in care at the birth of their child, 403 mothers (70%) were in care at conception, and of the 5,366 mothers not in care at the birth of their child, 83 mothers (1.6%) were in care at conception.

A Cycle of Multi-Generational Abuse and Trauma at the Hands of CPS

CPS is repeatedly targeting girls. First these girls get taken from their own parents, ending up in the foster care system. Then, they get their own children taken and put into the foster care system.

What's more, is that sometimes the same social worker who kidnapped the teenage mother from their parents int he past are the same one who kidnap their newborn in the present. They apparently must think very highly of themselves to keep doing this. Sometimes these teenage women end up facing the same judge, both then as a child and now as a parent.

How is this being supported? How can these social workers live with themselves? The Child Protective Services and foster care system is a farce. There is a massive failure going on here, if it's not outright deliberate to destroy the family unit or worse create more neglected children that can end up in the hands of pedophiles or criminals.

Teens in foster care aren't more sexually active than no-foster care teens, notes the study, though they are 2 times more likely to become pregnant. But this is no real justification for the stealing of babies.

Although adolescents who are in and out of care of child protection services (CPS), such as foster care, have similar patterns of sexual intercourse (ie, age of initiation, number of partners), those in the care of CPS are more likely to engage in risky behaviors such as unprotected sex or inconsistent contraceptive use. This results in young women in foster care being more than twice as likely to have an adolescent pregnancy.

The madness of these authoritarian CPS workers goes further. A CPS social worker has told one mother who had their child kidnapped by these criminals, that they would keep tabs on the child when she grows up and has children of her own. And this child was not put into foster care from the CPS bullshit system, the child was adopted outside of CPS authority. These "protective" workers are bent on control, to keep harassing a family across three generations.

Teenage Moms are "Bad"

Just because you get pregnant as a teen, if you're in foster care you have a 50% chance of having your child taken from you, while only 10% chance if you're not in foster care? Why does an agency even have the power to take any children born to teenage mothers at such a high rate of 1 in 10?

Once you get targeted by the child "protective" services or get into the foster "care" system, you are under increased surveillance and suspicion for justifying authorities stealing your child or children:

The high rate of children of adolescent mothers in care being taken into care has been attributed to higher surveillance of these mothers and western middle-class values among social workers.

Young mothers who themselves are in care often feel as if they are under constant scrutiny by their social workers and are constantly needing to prove to everyone that they are able to parent.

Receiving expectant parent services from CPS can also lead to more scrutiny; we saw that 42% of adolescents who were in care received these services, compared with 27% of mothers who were not in care.

From many case workers’ perspectives, the cycle starts with adolescent motherhood (which is deemed as bad), and the only way to “break” the cycle is to take that child into care. This is different from the view of adolescent mothers who often see the removal of their child as a continuation of the cycle of trauma in their lives.

If you get targeted, you have to prove you're able to parent, while everyone else gets to be able to parent without being under microscope. Once you're under their all-seeing-eye, you apparently are automatically unfit to have a child if you are in the foster care system. Taking 50% of newborns within the first week of their birth is radical.

CPS workers are on an ego power-trip high with their authority. If you're an adolescent mother you're seen as "bad", and they try to make you pay for doing something so "bad". In order to force the "bad" behavior to stop, they punish teenage mothers by stealing their children. Sounds right, doesn't it? Nothing wrong here. All is well. It's not like kidnapping someone's child is creating more trauma for the mother or child. Of course not... What madness we live in for these so-called "social workers" to be inflicting this torment on people's lives. The audacity to abuse others granted by governmental authority and justify it as "just" and "good".

Mother and Child Sanctity

Rather then the government and their agencies having authority over people in a community, let the community itself have more influence in people's lives. The extended family, community and other organizations can do a better job of helping a child if a parent is unfit, or may even be able to help the parents grow and become a fit parent.

Everything should be done to keep the mother and child together, not simply taking them as a form of convenience for people to justify their paychecks. The study also recognizes the sanctity of the mother-child bond:

Whenever possible, mothers and children should be placed together. Dual placement provides the opportunity for secure infant attachment; providing parenting supports, such as the Attachment and Biobehavioral Catch-up program or the Circle of Security program, could enhance mother-child bonding.

Adolescent mothers in the care of CPS are much more likely to have their child taken into CPS care. By separating a quarter of young mothers from their infant within the first week of life, and almost half before the child turns 2, the cycle continues. For adolescents in CPS care who give birth, more and better services are required to support these mothers and to keep mothers and children together wherever possible.

The American Academy of Pediatrics also published a commentary with the study, but it differs from the authors placing importance on the integrity of the family, mother and child, above foster care. Instead, they view the foster care teens having their child stolen and placed into foster care as the "best outcome of all".
