The leader, Laura Silsby, defaulted last July on the mortgage on a house in an unfinished subdivision here in Meridian, a suburb of Boise, according to the Ada County Tax Assessor’s Office. Yet in November, Ms. Silsby registered a new nonprofit, the New Life Children’s Refuge, at the address of the house, which she bought in 2008 for $358,000.
New Life Children’s Refuge is the name of the orphanage Ms. Silsby and the nine other Americans charged in Haiti said they had planned to establish in the Dominican Republic.
Ms. Silsby lost the house in Meridian to foreclosure on Dec. 7, records show, and it now stands empty, with signs in the yard promoting a foreclosure sale.
“I get mail for her all the time,” said LaChelle Bohner, who lives two doors down from the house. Ms. Bohner said the mail included collection notices.
Ms. Silsby and her business, Personal Shopper, which provides shopping services for Internet customers, have faced multiple legal claims.
One of the people awarded unpaid wages was Chris Holmes, who said he was not surprised that Ms. Silsby had run into trouble in Haiti. Mr. Holmes, who did database work, said Ms. Silsby often showed a “lack of forethought,” shifting business models to suit the investors who kept the company afloat.
“She would come up with an idea on Wednesday, and on Friday there would be a new idea that was 180 degrees different,” Mr. Holmes said.
In 2006, Ms. Silsby received a Femtor Award for “Businesswoman of the Year”; the awards are sponsored by the eWomenNetwork, a group that promotes women and their businesses.

CBS reports,
The group faces kidnapping charges for trying to remove 33 Haitian children from the country without documentation. At least 22 of those children were found to still have parents.
Edwin Coq, the lawyer assigned to defend the missionaries, said Friday that Silsby knew she couldn't remove the youngsters without proper paperwork, but he characterized the other nine missionaries as unknowingly being caught up in actions they didn't understand.
"They were naive. They had no idea what was going on and they did not know that they needed official papers to cross the border. But Silsby did," he said.
Most of the children came from the ravaged village of Callebas, where people told the AP they handed over their children because they were unable to feed or clothe them after the quake. They said the missionaries promised to educate the children and let relatives visit.
Their stories contradicted Silsby's account that the children came from collapsed orphanages or were handed over by distant relatives.
Castillo said he warned Silsby that if she lacked adoption papers signed by the appropriate Haitian officials her mission would be considered child trafficking. "We were very specific," he said.

Silsby claimed she planned to build an orphanage in the Dominican Republic, but a State Department diplomatic cable revealed that authorities in the country said she never submitted an application for this purpose. They instead located to Haiti.
The children she was attempting to transport, most of whom were not even orphans and had families according to some reports. CNN reported on February 9, 2010 that this was not the first time Silsby had attempted to traffic children out of Haiti. Haitian police acting on a tip had intercepted Silsby in an earlier, separate attempt to remove 40 children out of the country. She was turned back at the Haitian border. For a brief period, Haitian authorities were considering adding a new kidnapping charge based on this evidence.

Officer: U.S. missionaries had tried to take other Haitian kids
The officer did not want to be identified for fear of reprisals. He told CNN on Monday that he had stopped the 10 Baptist missionaries, including group leader Laura Silsby, on January 26 as they tried to transport 40 children from Haiti to the Dominican Republic.
The officer said he discovered Silsby and the nine other Americans on a bus in Port-au-Prince's Pétionville neighborhood after receiving a tip from a concerned citizen.
He stopped the group and ordered the children to get off the bus. He then directed Silsby to the Dominican Embassy.
"I said what happened, and she [Silsby] told me, 'I have the paperwork to cross the Haitian-Dominican border with 100 children,' " the officer said. A former attorney for the group, Edwin Coq, said the officer has testified of his account.
Prosecutors questioned the officer last week in the case against the missionaries. Prosecutors no longer suspect him of any wrongdoing, and he is now a witness, according Coq, who is familiar with the prosecution's case file.
The police officer's superiors also confirmed his version of events. Attorneys for the Americans did not immediately answer calls for comment.
Earlier Monday, Jorge Puello, a Dominican attorney who said he was hired to represent the group, said they had authorization from the Dominican Republic to bring the children across the border.
Puello showed reporters a manila folder he said contained documents that prove the Americans had authorization to bring the children into the Dominican Republic, but he did not show the documents to reporters.
Dominican authorities have said the Americans did not have permission, and Puello did not say whether the group had the authorization of Haitian officials.

Adviser to Detained Americans in Haiti Is Investigated
PORT-AU-PRINCE, Haiti — The police in El Salvador have begun an investigation into whether a man suspected of leading a trafficking ring involving Central American and Caribbean women and girls is also a legal adviser to the Americans charged with trying to take 33 children out of Haiti without permission.
The inquiries are the latest twist in a politically charged case that is unfolding in the middle of an earthquake disaster zone. A lawyer for the group has already been dismissed after being accused of trying to offer bribes to get the 10 Americans out of jail.
He said he would try to arrest Mr. Puello on suspicion of luring women into prostitution and taking explicit photographs of them that were then posted on Internet sites. “It’s him, the same beard and face,” Mr. Callejas said in an interview on Thursday. “It has to be him.”
Judge Saint-Vil also said he thought that the photo of the trafficking suspect in a Salvadoran police file appeared to be the same man he had met in court. He said he intended to begin his own investigation into whether a trafficking suspect had been working with the Americans detained in Haiti.
“I was skeptical of him because he arrived with four bodyguards, and I have never seen that from a lawyer,” the judge said in an interview. “I plan to get to the bottom of this right away.”
The judge said he would request assistance from the Department of Homeland Security to look into Mr. Puello’s background.
There were questions about whether Mr. Puello, the adviser, who said the Central Valley Baptist Church in Idaho had hired him to represent the Americans, was licensed to practice law. Records at the College of Lawyers in the Dominican Republic listed no one with his name.
Mr. Puello said in the interview that he had been representing the Americans free of charge because he was a religious man who commiserated with their situation. “I’m president of the Sephardic Jewish community in the Dominican Republic,” he said. “I help people in this kind of situation. We’re not going to charge these people a dime.”
But other lawyers for the detainees said that the families had wired Mr. Puello $12,000 to pay for the Americans’ transportation out of Haiti if they were released, and that they had been told by Mr. Puello in a conference call late Tuesday that he needed an additional $36,000.
One lawyer for the families said that Mr. Puello had told him that he was licensed to practice law in Florida, but the lawyer said he had checked and found no such record.
The report said the police had found documents connected to the Sephardic Jewish community in a house in San Salvador where the traffickers had held women.

lead the coordination of international earthquake recovery and reconstruction efforts.One of Clinton’s first tasks in Haiti, however, was to put out
the fire of a child abduction scandal involving American citizens.
While Laura Silsby awaited trial, the press brought to light several facts
that raised serious suspicions about her intent to traffic or smuggle the
children as part of a grey adoption scheme.
U.S. authorities later stated that New Life Children’s
Refuge was not listed as a U.S. nonprofit or as a U.S. international adoption
agency.
In March, after her arrest, evidence was introduced in Silsby’s case showing that on January 26, 2010, she had previously attempted to take a different group of 40 children across the border.56 Haitian and Dominican
authorities turned her away for lack of authorizing documents.57 Three days
later she attempted to cross over with the second group—the 33 children—
again without proper documentation.
On March 17, 2010, after careful verification of identities by the Social
Welfare Ministry of Haiti, 32 out of the 33 children were returned to their
families (the last one being returned shortly thereafter),61 thus confirming
that none of the children were orphans.
Previously, Silsby had told an Associated Press reporter that the children
were delivered to the missionaries by “distant relatives” or “orphanages
that had collapsed in the quake,” adding that “‘[t]hey are very precious
kids that have lost their homes and families and are so deeply in need of,
most of all, God’s love and his compassion.’”
But an AP reporter revealed
that Silsby had engaged an Atlanta-based Haitian minister, Reverend Jean Sainvil, and a local orphanage worker, Isaac Adrien, to find “homeless”
children for her shelter.
Reverend Sainvil convinced one
parent to hand over his children to the missionaries for their better care,
pointing out “that dead bodies buried under rubble in his El Citron neighborhood would breed disease.”
Contrary to the parents’ expectations, Silsby’s
express intent—according to her online action plan—was to place the children for adoption.
Suspicions about Silsby’s intent to smuggle or traffic the children to the
Dominican Republic further increased, when on March 19, 2010, Silsby’s
legal advisor—Jorge Torres-Puello, an American-Dominican living in the
Dominican Republic as a fugitive—was arrested and accused of human trafficking.70 U.S. authorities revealed that Torres-Puello was “linked to a network that trafficked in Haitian and Central American children and [was]
wanted in the United States, El Salvador and Costa Rica.
His wife was already imprisoned in El Salvador and “faced charges of presumed sexual
exploitation of minors and women.”
Despite Silsby’s stated intent to take the children over the border to an
unauthorized orphanage and her connections to human traffickers such as
Torres-Puello, the courts eventually dropped the kidnapping and criminal
association charges against her.
Silsby was instead convicted under the
additional charge of organizing illegal travel, sentenced to time served (3
months and 8 days), and released on May 17, 2010.
In the end, her sentence was based on the least polemic charge against her. The pressing issue—whether Silsby intended to deliver the children into trafficking rings
or grey adoption markets—was not addressed or resolved.
