What is the best university in Canada? Well... This is a very general question. In other words, an average university may have a number one program (department) all over Canada. I think you should do your search for your specific department. Generally speaking, the best universities of Canada are as follows:
Toronto University
University of British Colombia
McGill University
If you are an international student, you should pay around 50.000 CAD per year for those universities. (Note that this price included tuition fee, average living expenses, books and dormitory).
Finally, I want to say that Canadian people are very welcome to international students.
