Seems that way. It does appear that some blacklists provide an opportunity to present your case.
Like I mentioned I would recommend approaching that situation with humility. I also wonder how the cross-cultural side of things impacts our ability to resolve problems. Different cultures value different style of conflict resolution. So it seems that unwittingly someone could upset another member of our community without fully understanding what happened.
